DR Congo and M23 rebel group sign a framework agreement for a peace deal in Qatar

The Democratic Republic of Congo and the M23 rebel group signed a fresh framework for peace in Qatar Saturday after multiple rounds of direct talks between the warring sides. The Rwanda-backed paramilitary group seized two major cities in DR Congo’s east earlier this year.
